HOV follows the simple mantra of "No Vet Left Behind". We accomplish this goal through the development and delivery of quality programs and services for veterans with a special focus on Laotion veterans who served during the Vietnam War as part of the Secret War.

Manousack "Jimmy" Athakhanh
Founder

First Lieutenant Athakhanh is a decorated war veteran receiving the Certificate of Special Recognition for his service. He holds life Membership in the Veterans of Foreign Wars at Post 2681 in Marietta, GA and is a dedicated member of the Royal Lao Veterans. He began his service for the CIA and US Special Forces with the US Army Special Guerrilla Unit in 1967. He served on the front lines of the Vietnam War from 1969-1975 and was honorably discharged . He continued to serve as a Captain with the Georgia State Defense Force,  FEMA and the Royal Lao AIrborne Second Response at South Carolina Homeland Security. His honorable service  has been recognized by GA Governers Kemp and Ruby. He is the visionary for HOV and drives our efforts.

Vilaysack "Victor" Athakhanh
Executive Director 

Corporal Athakhanh served with disctinction in the US Marines completing 2 deployments in the Persian Gulf with the 1st Marine Division and the 1st Battalion 4th Marines at Camp Pendleton, CA and the 11th (MEU) (SOC). He provided security and training to fellow Marines across the Middle East including Kuwait, Qatar, Yemen, Jordan and more. He received multiple recognitions for his service excellence. Upon returning to the states, he was stationed at the School of Infantry and honorably discharged. He is a life member of Disabled American Veterans. He is responsible for the day to day management and operations of HOV. He is a community organizer that keeps his pulse on the needs of those he serves. He is continuously building bridges to promote understanding, tolerance and community.
